Diana Hunter is hired by billionaire, Maude Macollvoy for what she thinks will be light duty, keeping an eye on Maude's crusading son, Robby.
The nature of the case changes however, when Diana goes undercover as a homeless woman in downtown Los Angeles. She meets real homeless families who lost their homes and jobs due to usurious subprime mortgages and the cascading financial chaos that followed.
As Diana begins her investigation she spots a couple of financial sharks indulging in a feeding frenzy, gobbling up the real estate lost by others. However, when she dives into dangerous waters after them she finds her two sharks are only the small fish. As the tides of her case carry her into deeper waters, she finds that the real bad guys are much higher on the financial food chain. In fact they are powerful enough to be above the law. Unfortunate for Diana, they are not above committing murder.
